Aligning with EU Track & Trace Standards
As an EEA/EFTA member state, Norway is closely integrated with the European Union, requiring the adoption of key regional legislation, including the EU Tobacco Products Directive (TPD). The country is integrating with the EU-wide TPD traceability system and connecting directly to the EU TPD repository network (Primary repositories, EU Router, and Secondary Repository).
To enable this transition, a national ID Issuer will be appointed for generating Unique Identifiers. In the first wave, cigarettes and roll-your-own tobacco fall into scope, with other product categories following at a later date.
Alongside regional alignment, the country maintains one of Europe’s strictest national approaches to novel nicotine products, shaping both the product range in scope and the retail environment.
New Tobacco Track & Trace Regulation in Norway
Starting in July 2027, the country is implementing an EU-aligned Tobacco Products Directive requiring all economic operators to adopt end-to-end Track & Trace systems. Designed to combat illicit trade, secure tax revenues, and protect public health, this legislation mandates the application of Unique Identifier (UI) codes on every unit pack to enable full supply chain visibility through to the point of sale.

Identification
Unique code per pack (item-level). ID codes required for importers, economic operators (EOID, FID) and operators of first retail.
Tracking
Track exact product movements between facilities. Hierarchies must be maintained. The main supply chain from manufacturing to first retail outlet must be scanned.
Reporting
Report all events to the Secondary Repository. Report financial transactions (orders, invoices, payments). The Secondary Repository sends an acknowledgement back.
